Why Mineshield Exists

Built to Strengthen the Systems Behind Safe and Compliant Work

Mineshield was established to support mining and heavy industry operations where safety, compliance and reliability depend on systems that work in practice, not just on paper. Most operations have procedures, risk assessments, training records and compliance documents in place. The real challenge is whether those elements connect clearly enough to operate as a single, auditable system that can guide decisions, support supervision and control work in the field.

The Problem

Many operations have an SHMS that has been amended over many years as documents, risks, standards, systems and accountabilities have changed. If those changes are not managed through a clear supporting structure, the SHMS can become difficult to audit, difficult to maintain and harder to rely on as a single system of control.

The Risk

When system architecture weakens, the operation may lose clear line of sight between obligations, hazards, controls, procedures, training and assurance. This can leave gaps that are not obvious in day-to-day work but become exposed during audits, investigations, reviews or regulatory scrutiny.

The Focus

Mineshield focuses on whether the SHMS and its supporting documents meet legislative requirements and operate as a connected, current and practical system. This includes reviewing whether each relevant obligation is clearly addressed, and whether the system provides a clear line of sight from legislation to risk, controls, procedures, training systems, verification and operational accountability. The aim is to identify where documents, controls or supporting processes have drifted apart, so the operation can restore system integrity and improve confidence in how the SHMS functions in practice.

Mineshield is led by Richard Quast, a mining professional whose experience extends beyond senior safety, training and compliance roles into operational management across exploration, drill and blast, project delivery and site operations. This background provides a practical understanding of how mining systems are tested under real operating conditions, including production demands, supervision availability, workforce capability, contractor interfaces, changing conditions and the realities of practical site execution under pressure in active mining environments. The value behind Mineshield is not generic consulting methodology. It is operational judgement shaped by working inside the environments these systems are designed to support. This experience informs how Mineshield reviews documents, identifies gaps and develops recommendations. The focus is always on whether the system is compliant, connected, practical and capable of supporting the people responsible for managing risk and controlling work in the field.
